Building a global community of evaluators

Evaluations – the process of collecting and synthesising information or evidence – have become the standard currency of development. But while evaluations are conducted on programmes largely carried out in the global south, the evaluators who carry them out tend to come from the countries providing the resources. 

A recent UN report concluded that development evaluations are mostly commissioned by development partners, with a limited number of evaluations produced by governments (of the countries in which the development programmes take place). This results in limited ownership and use of results.

This doesn’t make much sense! CommsConsult works with others in support of a growing community of evaluators in the global south. We were approached by the Institute of Development Policy at the University of Antwerp in 2019 and again in 2021 to provide communications training as part of their seminar series. The two week programme aims to support capacity and promote leadership in evaluation. It brought together leading evaluation experts from developing countries who were members of VOPE – Voluntary Organisations for Professional Evaluation

The seminar covered a wide range of topics including managing and commissioning evaluations; strengthening national systems and different methods of evaluation. CommsConsult designed and delivered workshop sessions on effective communication to participants from more than a dozen countries brought together physically in Antwerp in 2019, and virtually in 2021.
